Documents and papers required to apply via the platforms
To complete the transaction successfully via the specified official electronic platforms, please prepare and prepare the following documents and supporting papers:
- The original passport of the beneficiary and a valid work residence permit updated with the passports.
- A recent personal photo with a gray background that conforms to the Authority’s technical requirements.
- A notarized housing lease contract or a housing declaration signed and certified by the individual sponsor.
- The original of the beneficiary’s old civil card (in the event of renewal for the purpose of updating and replacing).
Self-submission steps and procedures

Step No. 1
Register and log into the General Authority for Civil Information system online.
Step 2
Fill out the card issuance application and clearly upload copies of the required documents and housing contract.
Step 3
Pay the card issuance and packaging fee of 20 Kuwaiti dinars via the K-Net platform.
Step No. 4
Follow up on the status of the card and receive the printed copy from the Authority’s self-service devices in the branches.
Expert Advice: Exemptions and Exceptions
Small enterprises or entrepreneurs are exempt from some fees according to the government decisions currently in effect.
Emergency alternatives (manual procedure)
In the event that the electronic portal malfunctions or there are technical issues, you must book an appointment and visit the Ministry’s branches to complete the procedure manually.
